There will be occasions where two or more members of the RSA Board attend a function that is not considered a meeting under Virginia FOIA. Under Virginia law, a gathering of two or more members of the Board is specifically not deemed a "meeting" if:
- No public business is discussed.
- No business purpose for attendance.
- No official action is taken
