Rapidan Service Authority is aware that many of our customers are struggling to make ends meet during this difficult time. Clean water is a vital resource, and we want to work with you to ensure that your service is not disconnected. At this time, we are waiving all late penalties and service disconnections. However, we would like to emphasize that this is only a temporary policy change.
If you are struggling to pay your RSA bills, please submit a payment arrangement application through this website. RSA will consider all applications on a case-by-case basis. If you have questions, please call our office at 434.985.7811 during our office hours - 8am to 5pm, Monday through Friday. Thank you.
RSA Office Closed to Walk-In Customers
Out of an abundance of caution for the health of our customers and staff, Rapidan Service Authority offices will not be accepting walk-in customers until further notice. Customers may still pay over the phone, online, by mail, or by using the drop slot at their local office. Representatives are available by phone Monday through Friday 8am to 5pm, as usual. Please contact your local office with any questions you may have.
RSA will continue to monitor guidelines from the Virginia Department of Health, Centers for Disease Control and Prevention, as well as other State and Federal government authorities. Please refer to CDC.gov for advice on keeping your family and community healthy.
Late Penalty Policy Changes
Over the past 50 years, Rapidan Service Authority (RSA) has made all decisions with customers in mind; no private investors or stakeholders are involved in management or rate-setting. Given the current health and economic crisis we are all facing, RSA recognizes that some customers may struggle to keep up with their bills. In an effort to reinforce our commitment to the health and well-being of our customers and the community, Rapidan Service Authority will forgo late penalties and service disconnections as of March 20th, until further notice.
Please be aware that our deposit refund policy will remain in effect, and homeowners must maintain an on-time record for 12 consecutive monthly payments in order to receive an account credit for their original deposit amount. We urge customers – if at all possible – to remain current on water and sewer bills. All charges are still due as billed. This waiver for fees and disconnections is a temporary measure meant to ease unexpected financial burdens on your fellow customers, neighbors, family, and friends during the difficult weeks and months ahead.

In accordance with guidance from various State and Federal health authorities, neither our Ruckersville nor Locust Grove office are currently open to walk-in customers. However, all operations, maintenance, and customer support staff are still hard at work. To reach an RSA representative, please call your local office.

Rest assured that COVID-19 poses no risk to the safety of your water; our current treatment and disinfection procedures are more than adequate to remove viruses and other harmful contaminants. Additionally, RSA is in constant communication with the Virginia Department of Health and the Virginia Department of Environmental Quality to ensure compliance with all existing and future regulations and guidance.
